Planning & Zoning
The Community Development Department consists of the Planning Department, the Building Department, and the Economic Development Department. Together, they provide a one-step convenient service to residents, businesses, and contractors.
The Planning Department provides assistance to businesses and residents requesting information related to zoning and development issues. The Department assists applicants through Medina's approval process including submittals to the Planning Commission, Historic Preservation Board, and the Board of Zoning Appeals. Additionally, we monitor the continued compliance of the established development regulations.
The Planning Department administers the City's Comprehensive Plan and special planning studies. The Department also coordinates the City's Community Development Block Grant (CDBG) program, the Community Housing Improvement Program (CHIP), and other housing and neighborhood related programs.

CDBG Application
The City of Medina intends to apply to the Ohio Department of Development (ODOD) for funding under the Community Development Block Grant (CDBG) Small Cities Community Development Program, a federal program administered by the State of Ohio. The first of two required public hearings was held on March 12, 2025 to inform citizens about the CDBG program, eligible activities, and other requirements. The City solicited project proposals from eligible entities. The proposed use of funds is set forth below.
Community Development Allocation Grant: The City of Medina is eligible to utilize $150,000 of CDBG Allocation funds providing program requirements are met. Based on citizen input, local officials’ assessment of needs, compliance with a CDBG National Objective, and inclusion in City’s Community Development Implementation Strategy (CDIS), the City is proposing to use Allocation funds as follows: 1) Medina County Public Transit (MCPT) General Operating Costs (CDBG Funds/LMI-Limited Clientele-National Objective) - $75,000, 2) City of Medina Code Enforcement (CDBG Funds/LMI-Area Benefit-National Objective) - $45,000, 3) General Administration (CDBG Funds) - $25,000, and 4) Fair Housing (CDBG Funds) $5,000 for a total of $150,000.
A second public hearing will be convened by the City of Medina on Wednesday, April 23, 2025 at 1:30 p.m. in the Medina City Hall Rotunda, 132 North Elmwood Avenue, Medina, Ohio 44256 to give citizens an opportunity to review and comment on the city’s proposed projects before the grant application is submitted to the ODOD on or before June 11, 2025.
Citizens are encouraged to attend this public hearing to express their views concerning the application. Should any participant require auxiliary aids due to disability or non-English languages, please contact this office at least one week prior to the hearing date to ensure needs will be accommodated. Citizens wishing to submit written comments prior to the hearing may direct them to Andrew Dutton, Community Development Director at the address given or via email at adutton@medinaoh.org.

Lead Safe Ohio Funds can provide windows, doors, and siding for residents who reside within the limits of Medina County. The program is FREE ASSISTANCE to reduce or remove lead hazards in your home. Historic Preservation Brochure
In cooperation with Main Street Medina and the Community Design Committee, the City of Medina Community Development Department has worked to create a brochure to guide exterior change and development in the City's Public Square Historic District and designated historic properties.
